The main types of land use:
Office building construction (12001): Construction comprising municipal institutions, state administrative bodies, conference and congress centers, courthouses, communication departments, post offices, and other companies, organizations, and institutions.
Commercial or service facility construction (12002): Construction consisting of shops, pharmacies, dining establishments, markets, market pavilions, seasonal trade or service facilities (such as trade kiosks and covered trade stands), restaurants, bars, cafes, as well as household and other service facilities.
Tourism and recreation institution construction (12003): Construction including hotels, motels, guesthouses, and other types of temporary accommodation (guesthouses, boarding houses), and other facilities and infrastructure necessary for accommodation services.
Cultural institution construction (12004): Construction comprising theaters, concert halls, covered summer stages, cultural centers, circus buildings, museums, archive and library buildings, media centers, exhibition halls, other arts, entertainment, and recreation institutions, and the necessary facilities and infrastructure to support their operations.
Sports facility construction (12005).
Defense and security institution construction (12006): Construction comprising police, fire and rescue services, fire stations, and buildings and engineering structures necessary for their functions.
Education and science institution construction (12007).
Healthcare institution construction (12008).
Social care institution construction (12009).
Animal care institution construction (12010).
Landscaped outdoor space (24001): Landscaped public space, excluding cemeteries and animal cemeteries.
Allowed construction parameters:
Maximum land unit coverage density - 30%.
Maximum building height (number of floors) - 15m (up to 4 floors), the area of the 4th floor must not exceed 66% of the area of the 3rd floor.
Maximum building intensity on the height up to 15m - 105%.
Minimum green space indicator - 30% (for commercial and service facilities 10%).
Construction rule 4.4.16.4. subpoint specifies that the minimum area for newly developed land plots is 1200m2.
